E-Bike Safety Training & Rebate Program
The City of Vista is excited to relaunch its E-Bike Safety Training & Rebate Program for 2026! Our program is designed to promote safe and sustainable transportation options for our residents and community. With the increasing popularity of e-bikes and active transportation, it's essential that riders have the necessary knowledge and skills to ride safely. Our program combines educational training sessions with rebate opportunities to make e-bike ownership more accessible to everyone. Funding for this program was provided in part by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
By joining the program, participants attend in-person training sessions to learn more about e-bikes and how to ride safely. The City of Vista is partnering with the San Diego County Bicycle Coalition to host training sessions in both English and Spanish. One-hour classroom-style sessions cover essential safety guidelines, while practical training sessions provide hands-on training. Both options ensure participants have the knowledge and skills to ride safely.

One-Hour Classroom Style Training Sessions
Classroom-style sessions allow participants to learn about the different e-bike classifications, where to ride, and how to ride safely.

Practical Training Sessions (limited to 20 people per class)
Participants dive deeper into e-bike safety with hands-on training provided by the San Diego County Bike Coalition at the Vista Civic Center. Participants must be 10 years of age or older. Children under 12 must be accompanied by a parent or guardian. Note: training sessions may be rescheduled if the minimum participation requirements are not met.

Trainings are 9 am-12 pm.
Helmet Distribution
Safety is our top priority. As part of the program, we offer FREE helmets to participants who attend classroom style and practical training sessions to ensure they have the necessary protection while riding.
Helmet Sizes include small (53-56cm), medium (56-58cm), and large (59-61cm). Please click this link to send us an email to request additional helmet sizes.
Rebate Opportunities
City of Vista residents who attend our one-hour classroom-style and/or practical training sessions are eligible for rebates on Approved E-Bike purchases. Rebate amounts vary based on the type of training attended and the purchase location. Low-income residents may qualify for additional incentives.
Available rebate amounts:
- 1-Hour Classroom Style Session - $50 rebate
- Classroom Style and Practical Training Session:
- $150 rebate for online purchase
- $250 rebate for North County business purchase
- $350 rebate for City of Vista licensed business purchase
- $450 rebate for Low-Income Residents
