E-Bike Safety Training & Rebate Program
The City of Vista’s E-Bike Safety Training & Rebate Program is designed to promote safe and sustainable transportation options for our residents. With the increasing popularity of e-bikes, it's essential that riders have the necessary knowledge and skills to ride safely. Our program combines educational training sessions with rebates to make e-bike ownership more accessible to everyone.
The 2025 training portion of the program is currently closed, and there are no more training sessions scheduled for the rest of the year.
The City is planning to continue the program in 2026. Once established, the 2026 class schedule and registration will be posted on this site, so please return to this page for more details by February 2026.

Rebate Opportunities
2025 rebates are still available! City of Vista residents who attended either our 2025 in-person or virtual training sessions are eligible for rebates on Approved E-Bike purchases. Rebate amounts vary based on the type of training attended and the purchase location. Low-income residents may qualify for additional incentives.
To ensure purchase and rebate eligibility, make sure your e-bike purchase follows the California Vehicle Code definition of an e-bike and e-mail us by clicking on this link before you make your e-bike purchase.

2025 Program Details
By joining the program, participants attended training sessions, held both virtually and in-person, to learn more about e-bikes and how to ride safely. The City of Vista partnered with the San Diego County Bicycle Coalition to host training sessions in both English and Spanish. Virtual sessions covered essential safety guidelines, while in-person sessions provided hands-on training. Both options ensured participants were equipped with the knowledge and skills to ride safely.
Classroom Style Training Sessions
Classroom style training sessions were available to be taken virtually from the comfort of your own home or could be joined in-person with city staff at the designated location. During these training sessions, participants learned about the different e-bike classifications, where to ride, and how to ride safely.
Practical In-Person Training Sessions (limited to 20 people per class)
Participants dove deeper into e-bike safety with hands-on training at the Vista Civic Center. In-person training sessions were hosted on the fourth Saturday of every month unless noted otherwise. Participants must be 10 years of age or older. Children under 12 must be accompanied by a parent or guardian.
Helmet Distribution
Safety is our top priority. As part of the program, we offered FREE helmets to participants who attend the in-person training sessions to ensure they have the necessary protection while riding.
Helmet Sizes include small (53-56cm), medium (56-58cm), and large (59-61cm). Please click this link to send us an email if other helmet sizes are needed.
