• Personnel Rules (2023) 
  Establish City's personnel system and shall apply to all offices, positions and employments in the service of the City, except those exempted by the Municipal Code or by resolution of the Vista City Council, or as noted.

• City of Vista CCI (June 28, 2024)
  City-wide Classification & Compensation Index (CCI). The Vista City Council established CCI to designate City of Vista employee wage and range scales. 

• Management & Confidential Employee Compensation Plan (MCECP), (August 23, 2022) 
  Maintains a distinct and separate procedure for establishing compensation of Management and Confidential employees

• VCEA MOU 2021-2025 
  Vista City Employee Association (VCEA) Memorandum of Understanding. Recognized representative for all classifications within the Unit.

• VCOA MOU 2024-2025  
  Vista Chief Officers Association (VCOA) Memorandum of Understanding. Recognized representative for all classifications within the Unit.

• VFFA MOU 2021-2025
  Vista Firefighters Association (VFFA) Memorandum of Understanding. Recognized representative for all classifications within the Unit.

• VCMA MOU 2021-2025
  Vista City Maintenance Association (VCMA) Memorandum of Understanding. Recognized representative for all classifications within the Unit.
