The City of Vista accepts proposals for contracted instructional classes on an ongoing basis. We appreciate your interest and look forward to reviewing your proposal.
Who are contract instructors?
Contract instructors are independent contractors for the City of Vista and not considered employees of the City. Contract instructors will:
• Be responsible for designing and executing their own program content.
• Offer a specialized activity or service of community interest.
• Have expertise and experience in the program being provided.

How are contract instructors paid?
A portion of the fees collected from program participant registration fees is paid to the contract instructor, and a portion is retained by the City to cover costs such as facility usage, registration software, administrative staff, and promotion of the class in the Our Vista activity guide, which is distributed twice a year. The City's standard payment split for contract classes is 60% of the program registration fees collected is paid to the contract instructor with 40% retained by the City after the class is complete. The contract instructor assumes all tax liability on the revenue received from instructed classes and is expected to report all earnings for tax purposes.
How do I become a contract instructor?
New Contract Instructors must complete a proposal for review and approval. Proposals are reviewed on an ongoing basis and evaluated based on instructor experience, references, program quality, marketing plan, facility availability, and community need/interest for the program. If the proposal is selected for consideration, an interview will be scheduled. If the program is accepted, the instructor will be contracted.
If your proposal is accepted, what are the next steps?
For individuals:
• Become a verified vendor through PaymentWorks.
• Complete Livescan fingerprinting.
• Sign a City contract for instructional services.

• Provide insurance documents that meet the following requirements:
• Certificate of Insurance that contains a General Liability policy with insurable coverage of $2,000,000 per occurrence.
• Additional insured endorsement listing the City of Vista.
