Reason and Basis for Proposed Rate Increase: The City has a franchise agreement with EDCO Waste & Recycling Services (EDCO) to provide trash, recycling, and organic waste collection. The franchise agreement with EDCO allows for an annual rate review to adjust the amount charged for providing services by changes in the San Diego-Carlsbad area Consumer Price Index (CPI) and the increased operating costs associated with landfill disposal fees under the Regional Solid Waste Association (RSWA) Agreement to which the City of Vista is a member. The CPI increased 3.863 % from the second half of 2024 to the second half of 2025, and the landfill disposal fee increased 3.010%, to $59.32 per ton.
The following table shows the current and proposed Fiscal Year 2026-27 monthly solid waste collection service rates for the most common levels of service. If approved, the rates will take effect July 1, 2026, with allowable inflationary adjustments for a total period of five years limited to changes in CPI and landfill disposal fees. Notice of future inflationary rate adjustments for Fiscal Years 2027/2028 through 2030/2031 would be provided at least 30 days prior to the effective date.

Proposition 218 and Public Noticing Requirements:
Proposition 218 (California Constitution, Article XIIID) requires that, prior to adopting a resolution to establish the solid waste collection service rates, the City must hold a public hearing and mail hearing notices to affected property owners in advance.
The public hearing will be held on Tuesday, June 23, 2026, at 5:30 p.m., at City Council Chambers, 200 Civic Center Drive, Vista, CA 92084.
As part of the rate increase process, public is notified of rate increases and provided an opportunity to protest. Written protests may be submitted in person to the City Clerk during the public hearing beginning at 5:30 p.m. on June 23, 2026.
Protests may also be submitted by mail addressed to: City of Vista, Office of the City Clerk, 200 Civic Center Drive, Vista, CA 92084.
Protests must contain: (1) your full name and signature (or that of an authorized representative); (2) the affected property address or assessor’s parcel number; and (3) a statement that you are protesting the proposed rate increases.
If you own multiple affected parcels, your written protest must list each parcel that you wish to be counted in opposition to the proposed rate increases. If multiple protests are received for a single parcel, only one protest is tabulated. Email protests will not be accepted. Both in-person and mailed written protests must be received prior to the close of the public hearing on June 23, 2026.
