Tenant Self Advocacy Template Letter
Vista Emergency Rental Assistance Program (VEHAP)
The City of Vista is proud to partner with MAAC to provide emergency housing assistance services for families and individuals economically impacted and at risk of becoming homeless. The Vista Emergency Housing Assistance Program (VEHAP) focuses on prevention, self-sufficiency, and stabilization. The program’s purpose is to provide financial assistance and housing stability to Vista families in the low-income limit for annual medium income, and individuals at risk of losing their housing.
Applications will be accepted on a first-come first-served basis and awards shall not exceed $10,000 and six months per household. Please follow this link for more information.
County Services for Mold and Pest Control
The purpose of the housing program is to ensure safe housing, such as rental units, in regulated areas of the County, which includes: Carlsbad, Coronado, Del Mar, Encinitas, La Mesa, Lemon Grove, Poway, San Marcos, Santee, Solana Beach, Vista, and the unincorporated areas of the County. To accomplish this, the Food and Housing Division enforces state laws pertaining to sanitation, maintenance, ventilation, and occupancy.

SANDAG'S Youth Opportunity Pass
SANDAG is the San Diego Association of Governments. A metropolitan planning organization and a council of governments, bringing together local decision-makers to develop solutions to regional issues including improving equity, transportation, air quality, clean energy, economic development, goods movement, public health, public safety, housing, and more. Anyone 18 and under* can now ride transit for free through the SANDAG Youth Opportunity Pass pilot program. Follow this link to get unlimited rides on the bus, Trolley, COASTER, and SPRINTER.
Unemployment Assistance
The California Employment Development Department (EDD) provides a variety of support services to individuals affected by unemployment or disability. Below is a summary of services:- If you’re unable to work due to disability (certified by a medical professional), you can file a Disability Insurance (DI) claim.
- If you’re unable to work because you are caring for a family member with a disability (certified by a medical professional), you can file a Paid Family Leave (PFL) claim.
- If you are not working, you may be eligible for Unemployment Insurance benefits. File an Unemployment Insurance claim and EDD representatives will decide if you are eligible.
- If your employer has reduced your hours or shut down operations due to COVID-19, you can file an Unemployment Insurance (UI) claim.
- The available benefits are insurance programs. To be eligible, either you or an employer had to make contributions in the past 5 to 18 months. It is possible these contributions were made at a prior job, or if you were misclassified as an independent contractor instead of an employee. Credit card companies and lenders may be able to offer you several options to help you. When contacting your lenders, be prepared to explain:
- Your situation
- How much you can afford to pay
- When you’re likely to be able to restart regular payments

Utility Assistance
On March 16, Governor Newsom issued an Executive Order asking asks the California Public Utilities Commission to monitor measures undertaken by public and private utility providers to implement customer service protections for critical utilities, including electric, gas, water, internet, landline telephone, and cell phone service on a weekly basis. Over 550 companies have pledged that they will not terminate the service of any wireless, home phone or broadband residential or small business customer because of their inability to pay their bill due to disruptions caused by the coronavirus pandemic. - If you are a San Diego County resident in need of assistance with rental, mortgage and utilities, you can apply for assistance with the United Way's Worker Assistance Initiative
- One Fair Wage fund will provide free cash assistance to restaurant workers, delivery drivers, and other tipped and service workers.
- The United States Small Business Administration provides low-interest disaster loans to help businesses and homeowners recover from declared disasters.
- Families continuing to work in essential service fields and those struggling to make ends meet can now apply for funds to help cover the cost of child care and basic needs by visiting San Diego for Every Child.

- CalFresh is California's Supplemental Nutrition Assistance Program (SNAP). New applicants can go to CalFresh’s website to apply for benefits. The program has temporarily increased the maximum benefit ($194/person each month) for March & April. No additional paperwork is required; this increase will occur
