The City of Vista developed a Strategic Plan to Address Homelessness in 2018, which has since been updated with additional initiatives approved by the City Council.  

Overview of Plan

This strategic plan is designed to address homelessness through programs and practices proven successful in other places but have been tailored for Vista.  This action plan focuses on three primary goals for addressing homelessness:

1. Prevent homelessness
2. Improve quality of life
3. Reduce homelessness.  

This Strategic Plan to Address Homelessness is a living document that requires ongoing development and updates based on changes in legislation, community priorities, program outcomes, enforcement, and new funding opportunities.
