UPDATE TO SEWER RATES
The City of Vista and Buena Sanitation are evaluating rate adjustments that will affect your sewer bill. The City and District use fees to pay for the operations and maintenance of the sewer systems within the City, areas of unincorporated portion of San Diego County, and areas within City of San Marcos. CHANGES TO BILLING
Beginning in July 2026, the City and District will no longer issue direct bills for sewer services. Instead, the service charges will be collected on your property tax bill. Commercial and industrial customers will receive mailed statements of their annual sewer charges in July. Businesses may be eligible for an adjustment by meeting appeals criteria. The sewer charges appeal form will be made available when statements are issued.

LIFELINE SEWER REBATE PROGRAM
The City of Vista offers a rebate program to assist low-income residents with sewer service charges. Rebates are a maximum of 30% of sewer service charges paid for the previous billing period.
- Rebate applications for the July 1, 2025 – June 30, 2026 billing period will be available online beginning June 1 and must be submitted by July 30, along with all required income and residency documentation.
- Eligibility Requirements:
- Applicants must currently live within the Vista city limits and provide proof of residency.
- Residents with a Vista mailing address who live in unincorporated (county) areas are not eligible
- Household income must meet the current U.S. Department of Housing and Urban Development (HUD) Low-Income Limits for San Diego County (Income limits are updated annually)
