Hotel Transient Occupancy Tax (TOT)
The City of Vista values its partnership with the local lodging community and is committed to making the Hotel Transient Occupancy Tax (TOT) process as simple and efficient as possible.
To improve service and streamline tax filing and payment, the City has partnered with HdL Companies to administer Hotel TOT processing. HdL will provide support for return filing, payment processing, and customer assistance. Beginning July 1, 2026, all Hotel TOT returns and payments should be submitted through the Lodging Tax Support Center rather than directly to the City.
File Your Hotel TOT Online
Starting July 1, 2026, Hotel lodging operators are encouraged to file and pay their Hotel TOT online at https://vista.hdlgov.com. Online filing is the City's preferred method for submitting returns and payments.
To file your Hotel TOT return:
- Visit https://vista.hdlgov.com.
- Select the Go to Hotel TOT Portal button under the HOTEL TOT ONLY PORTAL section.
- From the main menu, choose File and Pay TOT.
- Submit your return and payment online.
Payments may be made by electronic check (eCheck) or credit card. There are no additional processing fees when paying by eCheck.
Online filing is fast, secure, and helps ensure your returns are submitted accurately and on time.
If you are unable to file online, the portal also provides access to the latest TOT forms, printable returns, and the mailing address for paper remittances.
